推进公安消防部队党委班子能力建设的路径选择

贯彻落实科学发展观,有效履行消防部队职责使命,扎实推进消防部队各项事业发展建设,必须坚持用党的创新理论来提升消防部队党委班子的统御能力,强化消防部队党委班子的能力建设。根据中国特色社会主义理论知识,结合当前消防部队党委班子建设实际,对消防部队党委班子实现科学发展的能力途径进行论述。     

教、训、战一体化教学训练方式探析

上海公安教育坚持＂实战为主导、实训为主线、实用为主旨＂的理念,强化顶层设计,实施＂四个交融＂,科学组织实施,开创了以民警岗位能力为目标,＂教、训、战＂一体的第二专科教学训练方式。     

铝合金板材相对均匀性的声-超声评价研究

基于Ritec-SNAP系统建立了声-超声技术实验系统,阐述了该实验系统的原理及应力波因子的定义,分析了在声-超声技术评价过程中用声信号的幅频特性及应力波因子表征材料相对均匀性的可行性。利用建立起来的实验系统,对铝板的相对均匀性进行了声-超声评价的实验研究。实验结果表明,用应力波因子评价铝合金板材的相对均匀性具有可行性。     

Quay crane scheduling at container terminals to minimize the maximum relative tardiness of vessel departures

In this paper, we study the problem of scheduling quay cranes (QCs) at container terminals where incoming vessels have different ready times. The objective is to minimize the maximum relative tardiness of vessel departures. The problem can be formulated as a mixed integer linear programming (MILP) model of large size that is difficult to solve directly. We propose a heuristic decomposition approach to breakdown the problem into two smaller, linked models, the vessel‐level and the berth‐level models. With the same berth‐level model, two heuristic methods are developed using different vessel‐level models. Performance analysis of the cultural and creative industry: a network‐based approach

The cultural and creative industries (CCIs) in Taiwan have gradually contributed to the national economy under the impetus of government policies. We employ a two‐stage data envelopment analysis model with an additive efficiency decomposition approach to measure the profitability and marketability of 22 Taiwanese cultural and creative companies. Furthermore, we employ the network‐based ranking approach to identify benchmark inputs/outputs, and the strengths and weakness of each company. Our empirical results show that the profitability of the cultural and creative companies is better than their marketability. Companies in the industries of publishing, creative life, popular music, and cultural content averagely perform better than those in the other three types of CCIs in terms of profitability. Companies in the creative life industry are on average more efficient than those in the other five types of CCIs in terms of marketability. The profitability/marketability matrix of cultural and creative companies is also presented.     

Understanding the Legitimacy of Armed Groups: A Relational Perspective

Abstract

This paper analyses the multiple pathways through which legitimacy of armed groups is constructed in conflict-affected states. It adopts a political sociological approach to the study of armed group legitimacy. Such a strategy assists in identifying whether armed groups enjoy legitimacy in a given empirical context and avoids applying pre-determined normative criteria. The focus is on three types of relationships: civilian communities, the state or regime in power and external actors including regional and international sponsors, to discern which types of legitimacy matter for armed groups in different relationships.     

未成年人监护制度的设置与立法选择

目前,我国监护法律制度还很不完善,对未成年人监护只规定了法定监护和指定监护制度,没有规定遗嘱监护和委托监护制度;现行法律规定作为指定监护的指定机关在运作实践中遇到许多问题;立法上有关监护产生的原因和监护的变更、终止事由与程序规定均不明确。这些均需要在制定我国《民法典》时进一步加以充实与完善,以充分发挥未成年人监护制度应有的作用。     

装甲装备战斗毁伤模拟策略研究

战损规律数据是装备寿命周期各项BDAR工作的重要依据,结合物理试验数据进行战斗毁伤模拟是获取战损数据的重要途径,随着新技术手段的不断出现为探索毁伤模拟方法提供了新的契机.为此归纳总结了装甲装备战斗毁伤模拟的问题特征,综述了国内外的研究现状并剖析了现行方法对问题的解决程度,在此基础上提出了引入复杂系统的研究方法,基于三维元胞自动机和Agent技术建立了模型的仿真框架,说明了依据该方法进行问题研究的有效性和前瞻性.     

支架式教学法在小学语文课堂教学中的应用研究

支架式教学法在小学语文课堂教学中的应用对培养学生解决问题能力和自主学习能力具有明显效果。基于最近发展区理论和建构主义学习理论,从支架式教学法在小学语文课堂教学实施的五个环节,即尊重学生原有基础、创设教学情境、启发学生独立思考、鼓励学生协作学习和最终结果评价,阐述了支架式教学法在小学语文课堂教学中的应用。
